Reid, Really hard to diagnose without actually putting a hand on it, but.......how long is the wrench? If it's a small (2" long) wrench, it likely isn't long enough to provide the torque you need to really tighten the post. The wrenches we use in the shop are 4-5" long.
Depending on how old the post is it may not be a bad idea to pull the bolt and apply a bit of grease. I hope that helps. Good luck.
