I recall reading a tip on one of the de-rustificator's websites (either 
Metal Rescue or Evapo-Rust): Soak rags or paper towels in Metal rescue, 
wrap it around the frame (and inside the BB shell), then seal the soaked 
rags/towels in place with plastic wrap. Unwrap after desired exposure time.

If you really want to get hung-ho with it, get a kid's wading pool, lay the 
frame on its side, immerse in Metal Rescue.
