Like in construction, It is very rare for a new bike project to be completeted early! It did happen when I was living in Berkeley around 2009, when a truck blew up and melted a section of the 580(?) coming off the bay bridge. They had a huge financial incentive for finishing early and a huge penalty for finishing late. It turns out money is a good motivator for a business, sometimes!
