John: I don't know the vintage of your Ram, but the 58 cm blue Ram I owned
had clearance for 35 mm Kojaks with a lot of empty air around all sides. I
am confident I could have installed fenders over those 35s. (Note: I never
measured the true width of those Kojaks, but FWIW, they were mounted on
older Open Pros and my brakes were some sort of Shimanos with 57 mm reach.
I had photos of this setup, but deleted them when I sold the Ram.)

As for racks: Tubus, Tubus, Tubus. I say this as someone who as spent $$$
on customs (because customs are prettier). My Ram had a Fly, and it carried
40 lb with no problem. Tubus makes solid aluminum clamps for the fork that
will allow you to mount a front lowrider; the Tubus Tara is obvious, but
IIRC, these clamps also let you mount the Duo.
