I'm pretty sure you need to add 19mm, not 38mm, e.g., the radius, not the entire circumference.
This thread is good information overall though because I want to convert my Redwood also, and I have recessed R559s lying around. Guess I will have to reconsider my choice of brakes :( Like Tim I was able to convert my older Riv (Joe Starck custom) to 650b but only have lateral clearance for 38mm tires.
