The blue solution that came with the Phil cups?
That's threadlock, and that's been my favorite for Phil cups.
Although I've found that anti-seize, copper not nickel, can also work well...as long as the cups are properly tightened.

But wow, a 113 spindle might be why you needed both 5mm of offset and 5mm of cup on the drivetrain side just to get it to fit.

Consider the correct length bottom bracket. For example, the Sugino AT when used as a triple requires a 127mm spindle, one of the longer spindles out there. And the double might get by with a 119mm Phil spindle with 3-4mm offset, but 113mm...dunno...

Sorry to offer suggestions that require time and money.

     I had an almost new Sram Apex mini-group and and old set of
    really nice A.T. crank arms.
    I purchased some TA rings off the group for them.

    So, these A.T. cranks originally required a long off-set spindle.
     I purchased a Phil BB to go with it that was offset and
    adjustable but apparently I didn't really measure correctly or
    accurately enough.  In order to get a good chainline, the BB cups
    aren't seated perfectly in the shell.
    I think I have just over 5mm of cup thread showing on the drive side.
    According to the Phil instructions, "/If more than 5mm of thread
    is visible, this cartridge may be inappropriate for the frame and
    crank arm"/, I may need to find another solution.
    But...
    I've riden the bike pretty hard and it feels OK.

    From looking at this photos, can anyone advise if this needs to
    be replaced?  I don't want take an unnecessary risk.
