25 years ago rim makers were selling 19 mm outside width rims for 1.95 off road tires, and I put thousands of miles on such combinations with no problems. That said, I personally find that 32 mm is about as wide as I care to go on my Sun M14As or Trek/Matrix "Mountain Aeros", both 19 mm wide outside. The problem only arises when you have a sudden loss of pressure: drastic tire flop, which a wider rim would obviate. I presently run 1.35 " Kojaks on the M14As; they measure 32 mm wide.
