I've never seen nor looked for this, but it sounds a lot like what I use in 
the laboratory to seal standard-dimension 96- and 384-well assay plates. I 
use these 3"x5" sheets and cut them to various sizes as invisible paint 
protectors-- like on chain stays to protect from chain slap, or on the head 
tube to protect from cable housing rub.  I think they could work great for 
wiring! It's thicker than clear packing tape (which also could work?), but 
essentially invisible on the bike. I am happy to send people a few sheets 
for the price of the postage stamp to send them.
