Bilenky would definitely be the best east cost spot I can think of... Maybe have s&s couplers added at the same time if that makes sense for you.
If your on more of a budget though talk to David at Groody Bros, their main thing is powder coating (which I can vouch for) but they also do brazeons and other frame work.
