When I purchased a used Saluki, it came with a rear VO rack that was bolted to the fender & bottom eyelets, but not to the brake bridge. It seemed stable but in fact had just enough lateral flex, even without a load to stress the fender. I don't think I would be comfortable with a front rack bolted to the fender but not the crown, as this flicker photo shows..
It's good to get some confirmation from such experienced riders.
