Yes, when I got my Mark's Rack in 2011 I didn't like the way that mounting 
it over the top of the brake put the rack so high up.  So I pounded the 
tang straight, drilled a hole through it and the metal fender, put them on 
a fork-crown daruma, and then a nylon locknut to hold it all together.  The 
fender is also bolted to the rack somewhere about mid-point of the rack.  
And then the legs are going to mid-fork braze-ons.  I've ridden about 6,000 
miles with it this way, including Paris-Brest-Paris and had no problems.  
If anything, this seems more stable than having the tang bent over the top 
of the brake.  But obviously, you need enough clearance that you can put 
the tang under the brake without causing fender rub.
