A frame that fits 650c wheels will easily accept 559 wheels with, perhaps, a
change of brakes: the radial difference is only 1/4 inch. Put a 32 mm tire
on a 559 rim and it will be about 1/2" bigger in diameter than a 571X23, ie
24.74 inches (1.25 Pasela) to 25 inches (Fatboy, Tioga City Slicker).

Also, from a thread some little while ago, it does appear that there are one
or two 571 tires of at least nominal 28 mm width -- I've forgotten what they
are.

My Rivs easily take both 559 and 571 rims; in fact, one (the gofast) has
571s, the commuter has 559s.
