Put a 32 mm tire on a 559 rim and it will be about 1/2" bigger in diameter than a 571X23, ie 24.74 inches (1.25 Pasela) to 25 inches (Fatboy, Tioga City Slicker). Also, from a thread some little while ago, it does appear that there are one or two 571 tires of at least nominal 28 mm width -- I've forgotten what they are.
