I can confirm that the "700C" Free Radical does, indeed, concede tire/
fender clearance. I could not fit a 35c Hakkapeliitta with a fender on
the 700C Free Radical.

This is the reason I changed the rear wheel on my 700C long bike (a
Bianchi touring bike) to a 26in disc with a larger tire. The overall
geometry didn't change much and since you can hardly see the rear
wheel it doesn't look much more odd that your average long bike. The
different brakes (canti front / disc rear) were not noticeable. Avid
does a nice 'road' version of the brake if you happen to be staying
with road levers.

Hmmm, maybe Riv will think about a dedicated long bike, such as the
Surly Big Dummy.
