Before I sanded anything, I might also just give them a call at Rivendell.
It's a funny place to have the paint compromised, but maybe they've seen
something like that before.

The only thing I noticed was that it looks reasonably asymetrical, which
might be an imperfection in the paint (or the prepping) rather than an
underlying issue from impact.  Since the location is reasonably out of the
way, it could have gone unnoticed for a while.
 
You might also post to the framebuilder's list on bikelist.org and ask for
some feedback.
