Is this a brand-new frame, or used? That sort of paint mark right
there typically means it's been in a crash, or maybe the front-end
mashed a bit in shipping. That doesn't necessarily mean that it's
unsafe to ride, but might be worth investigating - look for more clues
on the fork, just below the crown.
