I double-wrap the handlebars on my wife's bikes and she likes it a lot. The last time I re-wrapped the bars on her Cross-Check, I just left the base layer in place and re-wrapped the top layer. I've never shellaced cork tape before but I'm sure you'd still be able to notice a gel pad or an extra layer of cork.
