Agree with Gino - move the front fender so the bracket is in front of
the fork crown - that alone may ease the toe-verlap. You might also
have to fabricate an extension to the bracket. I had the same issue
with SKS on one frame, and could not get it low enough. Or, remove the
braket all together and use one of those fork crown Darumas (Velo
Orange sells 'em) that use a bolt up through the bottom hole of the
fork crown.

As far as corks go, I highly recommend Champaign. Puts you in the
proper French frame of mind when installing fenders.

Besides, if you try enough cork-types, you won't be so concerned about
fender spacing anymore...
