What size tires are you running?

One thing you can use is aluminum spacers, which require longer bolts,
like I did here:

The other option is to use fatter tires, which I've done since taking
those photos a year and a half ago.

For a front SKS fender, it would be helpful to see photos of your
issue. I've always mounted SKS fenders forward of the fork, but if you
want to mount them in the rear of the fork, get Sheldon's Fender Nuts,
perhaps.
