At some point, I think there was a RR column where they mentioned that part
of the construction procedure.

Driling/tapping the headtube probably one of the trickier things to get
right - especially since virtually no one does it anymore.

Slightly off can be crazy-making, and once you poke the holes through,
there's not a whole lot you can do to fix it.  It also requires a very small
screw, using very thin threads. Easy to strip out.  Otherwise, you are using
rivets, which can look pretty cheap.

There was a recent thread where it was suggested that double-stick
automotive grade trim tape was used.

I'm with Chris - it's kind of a high-class problem, if that's the worst
issue.
