Not sure how you mount your bag currently. But if you have it mounted to a bracket on the handlebars it might better to reposition the bag instead. The key is to get the weight centered over or slightly behind the hub. With a small front rack you should be able to position it closer to the steer tube a reduce wheel flopping. Just a thought.
