I see that Bianchi has a slender tube go fast lugged steel offering in the 2009 
line up. (The Dolomites) 
Equipped with Campy Veloce, it's in the same price range as a production RBW.
No $300 option to change the paint to "any color that  we approve of" though.

Eric's point about the plethora of vintage steel go fast frames on the market 
is valid.
You can do a very nice project for reasonable money if you know what you want.

If Bicycle Quarterly is any indication the trend in go fast seems to
be more for bikes with non-oversized tubing........

There are also a lot of used bikes out there that fit the bill.
Passed on a ca. 1990 RB-2 this summer for $300.  Even though I would
have needed to swap out a lot of components for my own comfort, it
would still would have been a lot cheaper than buying a new frame.
