I see that Bianchi has a slender tube go fast lugged steel offering in the 2009 line up. (The Dolomites) Equipped with Campy Veloce, it's in the same price range as a production RBW. No $300 option to change the paint to "any color that we approve of" though.
Eric's point about the plethora of vintage steel go fast frames on the market is valid. You can do a very nice project for reasonable money if you know what you want.
