Wesley, the problem is with using a threadless stem on the threaded portion of a steer tube. That would not be a secure connection, but it would be a good way to start cutting threads into the clamp area of the stem. If you mean using a threaded fork with the threaded part cut off, then yes, people have been dong that for years.
