Andy,

I have had a bit of rust form inside the tubes of my All-Rounder (I
wasn't quick enough with the frame saver).  I basically followed the
method Eric Norris recommends and have not had a problem since...it's
been 10 years.

Based on my experience riding in rain/cyclocross, the seat tube/post
is quite suseptable to moisture entry.
