Yes, it is too bad if it can't be made to work--this is part of the difficulty in trying to design a frame to work with any number of rack arrangements I think. The only solution would be to design the fork for use exclusively with one kind of rack (which, if I might guess, would be one of the mini racks in the case of the Atlantis). Perhaps someone can still contribute and solve your problem!
