Yes, that is correct.  P-clamps would solve the problem, but the idea was to 
use the braze-ons --- I thought!  I would rather use the braze-ons, but I might 
have to resort to the less appealing clamps.

Is this a problem with the mid-fork braze-on? I had no problem installing my 
nitto front rack using the typical configuration and a p-clamp mid fork that 
was placed with mind to keeping the top of the rack level. I have an older 
model atlantis without said braze-ons.

It seems that certain racks might not fit best with a given braze-on 
configuration, and this is part of the reason why Grant initially resisted 
using them on the atlantis even though it is a touring bike.

Perhaps using p clamps like was necessary beforehand would allow you to adjust 
the camber of the rack such that installation would avoid your brakes in 
addition to leveling the rack?

Wow!  Just exactly the problem I am having right now, too!  Can't make the 
Nitto front rack fit my 700c Atlantis with Paul Neo brakes.  I'll monitor this
