Yes, that is correct. P-clamps would solve the problem, but the idea was to use the braze-ons --- I thought! I would rather use the braze-ons, but I might have to resort to the less appealing clamps.

Perhaps using p clamps like was necessary beforehand would allow you to adjust the camber of the rack such that installation would avoid your brakes in addition to leveling the rack?
