For years I've used the Tange headsets. There are two versions of
their 1" threaded headset, one cheap ("Passage", with steel cups, 12
bucks retail), the other a little less cheap ("Levin", with alloy
cups, 22 bucks retail). I've used the "Passage" for years on my
Rivendell with totally fine results. When I overhauled the bike stem
to stern last year I finally changed to a Ritchey headest -- simply
because it was what I had in my stash. (If I'd had to go shopping I
would've been fine with the Passage again.)

I have yet to own a bike with a sealed-bearing headset. Although I
ride a Rivendell I simply cannot justify the cost of a CK headset
(even with my shop discount) for my particular riding needs. But I
hear they're quite lovely.

We recently brought in the VO headsets with standard (raced ball)
bearings and response has been okay, though not spetacular. I think
they're right in line with the Levin and folks simply go with what
they know. I'm waiting to see the sealed-bearing version.
