Sealed bearings are usually a cartridge bearing, while regular
bearings are loose balls or balls in a retainer ring. A sealed unit is
probably better for wet weather, but the unsealed ones are fine and
usually a better bargain. JIS and ISO are identical except for the
crown race diameter.
JIS 27.0 mm
ISO 26.4 mm
JIS was usually used on Japanese brands, and ISO on most everything
that's not French or Italian. If you want to use an ISO headset on
JIS, the crown race can be milled down to 26.5 by any decently
equipped bike shop.
Italian bikes can usually take an ISO model. Italian standard headsets
are obsolete.
