I realise you're working around an existing limitation with the stuff that
ignore suspend for confirmed users but I'm not really sure why we don't allow a
confirmed user to be suspended.
Confirming a user is primarily use to override an automatic suspension based on
spam score, and if we change our minds I don't see why we should not be able to
suspend them - we can already unconfirm them which will immediately trigger a
suspension in most cases unless the spam score has decreased.
I can't say I'm keen on the test failure workaround either but I don't know
what a better answer is other than that we really need to understand the cause
:-(
