1) Vc precisa conferir se os pacotes que vc diz serem incompativeis com o R 3.0.1 são realmente incompativeis, ou se falta alguma configuração (ou pacote) no seu sistema. Acredito que a grande maioria dos pacotes seja compatível pois esse versão já foi lançada há alguns meses.
2) Caso você veja que é realmente necessário instalar (e _compilar_) a versão anterior (2.15.2), vc precisa antes ter todas as ferramentas necessárias para a compilação (que aparentemente não estão instaladas).
