Well, this is not an standard qmail messages...  ;-)
Are you sure that your qmail-smtpd answer with that code?

If I had understand well you are using something named Plesk. Are your 
users mailbox in the same host as qmail-scanner? How Plesk mantains 
the users mailbox? If it uses vpopmail, it won't be too dificult (for 
only one_recip) to patch the st version tho check for the user 
validity after the routine grabenvelop_headers and call the reject 
routine. Maybe you can ask for it at the Plesk people or do it 
yourself.
