Yes, I have a mail gateway with qmail-scanner, qmail, spamassassin and clamav running. All mail is forwarded to an existing server after filtering. I want the existing server to have no spamassassin-tagged spam forwarded to it really.

I don't think you have understood my question? Are your users able to write their preferences in your mail-gateway?
This modification will need some test and I can't do them. If you are interested I can send you a modified spamassassin routine and you could test it.
