the main problem is not real qmail-scanner.
ok from the start.

we talk about RFC 822 chapter 5 (Date)

the main problem of this RFC is for non US user there are no define Timezones
outside from US in this RFC.

this is an problem from qmail you can read about this at the mailing list from 
qmail.org

djb says that his program works RFC conform (this is right)  and it is not needed to 
change.

it s give an patch

this helps a little bit but it is not applicable with some other patches for qmail.
