Neither of those are proprietary and can, in fact, be used freely. GNU compiler compiles objective-c code with no problem and then there's Mono for C# and .NET development on multiple platforms. But if by proprietary you mean the libraries and APIs that complement those languages, the it's worth noting that Mono implements most of .NET framework and it is free.
