My "personal ignorance" is fine, thank you; how is yours?: there is no keyboard *on Earth* allowing to type *all* characters in the whole Unicode set. So my keyboard may just happen to provide no means at all to type a greek 'pi', as it doesn't provide any to type Chinese, Japanese, Korean, Russian, Hebrew, or whatever character set that is not in usage in my country. And so are all keyboards all over the world.
