The author also mentions that: "In Puppet a server component is mandatory [...]" (probably he missed out the "puppet" interpreter) but that "Cfengine’s configuration agent is independent of a server component". I suppose the benchmarks were made on a machine running puppetmaster + puppetd, but cfengine was run in stand-alone mode. Probably puppet would have performed a bit better if the manifests would have been run in stand-alone mode too.
