This sounds like the error I get when I install 64-bit PSPP on Windows 7. We decided that some library used by PSPP had deprecated Windows 7. Installing the 32-bit version worked fine.
If that doesn't seem to be the case for you, can you clarify what version of Windows you are using and which PSPP version (32- or 64-bit) you are using? Also, on this page: http://pspp.awardspace.info/ , I don't see a 2020-09-26 version... So, maybe verify where you got the installation package and what version it is?
