The easiest way is to build PSPP in the normal way. Copy your modified .po file into the po/ directory, rebuild and re-install. Like Harry says, the best way is to submit it through the regular channels at http://translationproject.org - They have a "robot" which checks for various problems so if it get's through the robot, you can be fairly sure that the translated file is technically correct. Of course it can't check for linguistic issues .... Note that one of the things the robot checks for is that the necessary disclaimer is on file, which is annoying but necessary.
