Does the company have a centralized IT dept or not?

I would not make a list server for anyone as a communications tool.

It is great to get the word out to everyone, but we have seen the
abuse some people present and how that has turned off a lot of others.
 Demanding a [] in the subject kind of works for us but at times a few
people have slipped up.

I would lean on internal corporate blog, and depending on volume of
types of staff separate that to fit the needs of each group.  Thinking
along Medical Sales where company may sell devices as well as pills.
One group doesn't need the others general data does it?
