One simple suggestion - as I did this QUITE a while ago (although, honestly - I haven't done it in quite a while) - is creating and using a Yahoo Group. I used them on several of my computer graphics projects - to coordinate communications amongst a team.
And - yes - you can limit the membership of a Group - and keep it completely closed. Then, one or more people in the Group can act as an Administrator - to oversee memberships.
