Hi Leland!

This is the basic disconnect between D and R on terrorism. Ds say they 
think we are stuck with it and should embrace it to our bosom, the Rs 
insist we can make war on it and ultimately win. Thus, we are at war and 
wartime law makes sense while we are at war. The Ds disagree, but keep 
on passing laws as if they agreed.
