if you don't have to constantly check your web site while developing, but only want to occasionally check that everything is working on a Mac, it would be cheaper not to buy one. There are many public places where you can put yourself in front of a Mac to go through your web apps for free or little money, such as in a public library, a hotel lobby of many larger brands, internet cafes, Apple Stores, etc.
With regard to a Linux computer: Amazon offers the smallest EC2 instance for free as a Linux machine.
