The TVA was created because there was no way "private enterprise" was ever going to put electricity in that area. And I have a lot of trouble believing that those people are paying 5 times what I am paying here in San Diego! You are, of course, correct that government projects become highly bureaucratic, but have you ever worked for a large corporation?
