I don't think MSFT ever claimed they were starting from scratch.

The cost would be horrific. New code yields a lot more bugs. And the
chances of getting 20 years of old code to run on it would be a huge
task. Otoh, MSFT has had thousands working on this thing for a long
time.

Perhaps it would have been better to start from scratch.
