Joel is usually pretty good at these things; he certainly is no dummy.
I have to disagree though.  My experience has been that you usually do
not have the time to do all the things he suggests in order to make your
schedule.  And it's a catch-22.  The more you know about your project,
the easier it is to schedule.  But the more you know about your project,
the less you have to do because learning what you need to know about the
project is usually a significant effort.  

No one has ever told me to "go spend the next three months developing a
schedule for this project."  What I usually get is one page of blue-sky
specs and a request to cost-it-out in 24-48 hours.
