I see little benefit in swapping messages between equal-configuration
MTA instances with IP addresses that are in a similar range and
that have similar reputations.

smtp_fallback_relay is meant to avoid clogging up a fast-path
configuration (short timeouts, no retries, etc.) by handing off
problematic deliveries to a slow-path configuration that uses a
different delivery strategy.
