Instead of arguing about what happens, look in your logs for the
messages that end up in the deferred queue.
In the implementation, Postfix appends the fallback relay(s) to the
list of MX hosts for the recipient (the list can be empty). There is
a safety check so that mail will not bounce when a fallback relay
is not found.
