I managed to get milter-regex installed on my ubuntu server now by
converting an rpm package to deb. My next question is how to I
incorporate milter-regex into postfix?

Who knows. You did not provide logs or error messages. Also, nobody but
yourself knows the specifics of your platform.
In any case, this is not a Postfix issue. Daniel Hartmeier, the author
of milter-regex, is the one you should ask.
sure seeing forward to let postfix developper create gentoo ebuilds
for postfix, that would make my life so much more easy :=)
ubuntu have maintainers of there repos, there is who should add
milter-regex to ubuntu, not postfix developpers
