Since I still don't have an example of what DOES work in this instance, again this relayTEST ... smtp -o transport_maps=static:relayTEST:[10.2.0.17]:10015 Telling service relayTEST to use service relayTEST doens't make sense. Since relayTEST "is the only program of the three that delivers mail" what specifically needs to be configure to (a) tell postfix to USE relayTEST AND (b) tell relayTEST to use the 10.2.0.17:10015 delivery.
