Going back to the initial question/request:
I use these settings below to reduce the bots and scripts sending messages.
It doesn't require legit MTAs to reconnect (ESP using large IP pools are not
affected) and didn't get any complaints. (I use the settings in a mail
gateway project shared to others.)
postscreen_greet_action = enforce
postscreen_non_smtp_command_enable = no
postscreen_pipelining_enable = no
postscreen_greet_wait = ${stress?1}${stress:8}s
