Having the website fixed is unlikely. I changed the SPF record as
suggested, but I'm wondering which advantages I have in specifying
"v=spf1 a mx ~all" instead of "v=spf1 a mx ?all".

I think those problems (ant the fact that having them fixed is extremely
unlikely) come mostly from the radical monoculture in end users email
providers: if your (broken) system works with gmail you have ~90% of the
users covered and you do not care much about the others...
